This is a Dutch band from Friesland, Joure. And they later form the band The Serenes http://en.wikipedia.org/wiki/The_Serenes and not The Alarm.

Damn good to have you Dr Feelgood. Me and a whole lot of other people i know thought this record was actually played by the British The Toilets.
