Looks like the soundtrack to some Japanese animated show. I'd translate the title for you, but I've got a wicked migraine right now.

I know it's a comic book but I wouldn't be surprised if it's a cartoon (anime) as well. The full title is KAZE DENSETSU BUKKOMI NO TAKU, which translates to WIND FORKLORE ............. no really sure what BUKKOMI NO TAKU is since I'm not familiar with the story. TAKU is perhaps the characters name? It appears it's about biker gangs (BOZOZUKU). Here's a link to one of my favorite sites: TOKYOTIMES.ORG about bozozuku.
